Rain Cap removed and hole filled with silicone.  New rain cap can be purchased and installed if desired.  We have found after many years of doing this that the rain caps just get in the way so we remove them and seal the hole to keep water out.  Silicone is easy to remove from the hole if you wish.
We tried this on a new kayak and decided to use a different Scotty mount.  One day of use on the water.
